Already in 1902, the Quebec government legislate to define the framework of the veterinary practice. Over seventy years later, the new Professional Code and a new Veterinary Surgeons Act confirms the exclusivity of practice to members of the Order, who are also impose important obligations.

For a hundred years, the College of Veterinary Surgeons of Quebec seeks to ensure the public veterinary services of the highest quality and impeccable professionalism. It is under the sign of jurisdiction that the veterinary profession continues to contribute to maintaining and improving animal and human health in Quebec.

Since its inception, the College is working to promote the profession to the general public and farmers in particular. Even then, agricultural production is a fundamental sector of the economy of the province and veterinarians play a role more important. For example, the publication of the Handbook of Veterinary Medicine for use by farmers, written by Dr. Duchesne, a resounding success. In recent years, several editions were published, most recently in 1923.

This achievement coincides with the growing demand faced by veterinarians for their professional services to early twenties. New government policies in health and sanitation interventions and the College and its members from the population contribute to this popularity. Unfortunately, this period of relative prosperity was fleeting.

After the end of the First World War, the company is modernizing and urbanizing Quebec. In cities, the automobile replaced the horse and irremediably cause the virtual disappearance of equine practice. Demand for the services of veterinary doctors in urban areas is declining again. In addition, the difficult working conditions and uncertain future of the profession diminish its attractiveness to young people who prefer medicine
